Over 11,000 male and 12,000 female Armenian leaders, policy-makers and professionals have taken part in the training programs over the last twelve years, who have, in turn, contributed to strengthening their institutions' performance and developing their communities and country.

This program emphasizes performance improvement of individuals and institutions critical to the achievement of the Mission's Strategy. Without major improvements in individual and institutional performance, there is little likelihood of successful implementation of government reforms. USAID/Armenia is using performance and institutional needs analyses and stressing coordination of knowledge, skills, and attitudes (KSAs) enhancements through training with other technical assistance interventions designed to ameliorate non-KSA performance barriers.

Human and Institutional Capacity Development Program Goals are:
  • To improve organizational performance of partner institutions
  • To develop human capacity through enhanced knowledge and skills and changed attitude that will improve institutional performance
