Training on Policy Analysis for RA National Assembly Representatives

Objectives The main objectives of this program are to:
- Emphasize and review the important role that analysis plays in the work of parliament
- Introduce and expand on current policy analysis approaches and information bases that are useful from the perspective of examining legal acts, bills and reports with public policy goals, processes, content and outcomes
- Apply policy analysis skills to relevant legal drafts, reports, policy concept papers and plan of actions
- Develop capacity to assess and critique draft legislation and public policy initiatives of the Government or National Assembly Deputies.
Program description USAID efforts are continuing to strengthen the RA National Assembly (NA), and the recent support program - Technical Assistance to the National Assembly of the Republic of Armenia, launched in February 2010, aims at strengthening of the operations and capacity of the National Assembly Standing Committees through targeted assistance to improve committee work, parliamentary and committee processes and procedures as well as insure public input to the committee work. Within the framework of that assistance several programs have been implemented and initiated. Among those is this Policy Analyses Training that aims at developing the NA Standing Committee and Department staff capacity in analyzing the policy, in performing legal research to strengthen the NA legal initiative capacity and oversight functions. The analytical skills of the NA staff needs further improvement and strengthening to ensure the proper deliberation of the bills and to prepare a more solid foundation for the National Assembly deputies’ initiatives. The role of policy analysis is crucial to ensure proper examination of the consequences of proposed legislation and policy proposals that are presented for the National Assembly’s consideration. The training is timed to encourage the adoption of measures to institutionalize best practices in analyzing the policy and performing legal research, and to strengthen the Committees role in National Assembly legislative and oversight function via quality changes and efficient committee work.
At the conclusion of the training activity, participants will be able to:
- Apply the skills to improve the quality of draft legislation, reports, conclusions and concepts under Committee consideration;
- More effectively analyze and adapt the information, assessments and research received from Government, civil society, think tanks and independent experts;
- More effectively assist the Committee members to prepare for the presentation of issues and concerns in Committees, Parliamentary Hearings and during the plenary sessions;
- Do impact, cost and corruption risks analysis of the existing legislation, bills, concepts and reports considered by the National Assembly.
